Additional information:
The Atlantic County Police and Firefighters Memorial was originally planned in 1993, when the park in front of City Hall was transformed into the Police and Firefighters Memorial Plaza. The plaza itself was dedicated in 1994 to the memory of those servicemen killed in the line of duty, but the memorial centerpiece was delayed due to budgeting problems. It was finally created and dedicated in 1996 by then-Mayor James Whelan, with family members of the deceased fireman and police officers honored in attendance. The monument's central sculpture of a firefighter helmet and police officer's cap was designed by John Gowdy.

The Police and Firefighters Memorial Plaza also contains a plaque noting a tree in the plaza which was planted on Arbor Day 2000 in honor of Arnold R. Orsatti, Sr., a local philanthropist and former finance committee chairman of the Committee to Rebuild Atlantic City. Orsatti was a member of the Atlantic City Chamber of Commerce, restaurant owner, publisher, and an advocate for the casino industry.
